How to Become a Supplier to UAE Defence Primes
To supply connectors, sensors or electronics to UAE defence primes such as EDGE Group, a manufacturer needs three things: a local partner who can introduce and support the product, a credible local-content story, and the compliance documents that let a buyer say yes.
Who buys defence components in the UAE?
Demand for components comes from two directions: the manufacturers that build the systems, and the government bodies that buy them. EDGE Group is the largest of the first kind, a group of about 25 companies that says more than 80% of its systems are now produced in the UAE. Tawazun Council is the main government buyer, the entity responsible for procurement and contract management for the UAE Ministry of Defence and security agencies.
For a component manufacturer, the practical route is usually the first one. Every locally built system needs connectors, sensors, cable assemblies and electronics, and localisation policy pushes primes to source them from suppliers they can qualify and support in the UAE. A supplier without a UAE presence needs a partner on the ground to handle introductions, quotations, compliance paperwork and import logistics.
Tawazun Economic Programme and ICV: what local content means for foreign suppliers
Two mechanisms turn localisation policy into something a supplier can measure: the Tawazun Economic Programme (TEP) and the In-Country Value (ICV) certificate.
The TEP places economic obligations on foreign contractors for large defence contracts. According to Herbert Smith Freehills’ summary of the programme’s guidelines, obligations arise when a supplier enters a single contract above USD 10 million. A contractor can meet them through investment such as joint ventures and co-production, through contractual engagement with local suppliers and manufacturers, or through capability development such as technology transfer. Work with high local content earns a credit multiplier. For a component manufacturer, this is why a foreign prime contractor may actively look for qualified UAE-based suppliers and partners.
ICV works at the supplier level. It is a certificate issued to certified suppliers according to their contribution to the local economy, and certified suppliers gain advantages in tender and contract awards based on their ICV score. Tawazun joined the national ICV programme in January 2022. Because ICV rewards local contribution, it gives primes a reason to favour suppliers with a UAE presence.
The guidelines change over time, so confirm the current threshold and rules with Tawazun before relying on them in a bid.
Tawazun Quality Mark and product conformity
Military and security products sold in the UAE now sit inside a formal conformity system. Tawazun Council adopted the Quality Mark for the Military and Security Sector through Resolution No. 14 of 2024. Products that pass evaluation receive a conformity certificate and the mark, and the Council or an accredited evaluation centre it authorises reviews applications and verifies conformity.
A companion resolution, No. 16 of 2024, requires a conformity certificate or handling permit before a product can be imported, exported, manufactured, displayed, sold or stored. Existing products were to be brought into compliance within one year of implementation, by submitting an evaluation request to the Council or a licensed centre.
For a manufacturer, the consequence is simple: confirm early whether each product you plan to supply needs a conformity certificate or a handling permit, and who will hold it. Product-level details and the application procedure are set by the Council, so take them from Tawazun directly.
Supplier documentation checklist
The table separates what the sources above state from what depends on your country and product.
| Document | Needed for | Basis |
|---|---|---|
| Conformity certificate or handling permit | Importing, exporting, selling or storing military and security products | Tawazun Resolution No. 16 of 2024 |
| ICV certificate | Scoring advantage in tenders and contracts; EDGE asks local suppliers for it where applicable | MOIAT; EDGE E-Vendor FAQ |
| Quality certificates such as ISO | Supporting evidence of quality when a prime qualifies a supplier | EDGE E-Vendor FAQ |
| Export authorisation from your own country | Shipping controlled items to the UAE | Varies by country and product, confirm with your authority |
Becoming a UAE defence supplier: frequently asked questions
Do we need a UAE entity to supply defence primes?
A UAE presence helps considerably. ICV advantages and local-content credits reward UAE-based contribution, and primes expect suppliers they can qualify, quote and support locally. A UAE distributor gives you that presence without setting up your own company.
Do military and security products need Tawazun certification?
Under Tawazun’s 2024 resolutions, military and security products need a conformity certificate or handling permit before import, export, manufacture, sale or storage. Check how this applies to your specific products.
